Harbor Community Benefit Foundation (HCBF) is preparing to launch Round 10 of the Community Benefit Grant Program (CBR10). in March 2026. This funding opportunity continues support provided through the Port Community Mitigation Trust Fund (PCMTF) and is designed to address the impacts of Port of Los Angeles operations and Port-related activities on the communities of Wilmington and San Pedro.
About the Community Benefit Grant Program
The Community Benefit Grant Program is intended to meaningfully mitigate environmental, land use, and public health impacts associated with Port operations. Near-port communities experience cumulative exposures related to air quality, water quality, environmental noise, hazardous substances, land use pressures, and reduced access to natural spaces and community-serving resources. These impacts raise important environmental justice concerns.
The Round 10 Request for Proposals (RFP) is anticipated to be presented for approval at the next HCBF Board of Directors meeting on February 27, 2026. Upon approval, the RFP and application materials will be made publicly available.
Funding Overview
HCBF intends to award approximately $1,000,000 in grant funding in this round, pending receipt and evaluation of applications. Projects funded under Round 10 are expected to be completed within 12 months of the contract start date, unless an alternative timeline is proposed and approved as part of the application.
The anticipated application deadline is: Friday, April 13, 2026 at 4:00 p.m. PST

Eligible Applicants
Applicant organizations must have evidence of tax-exempt status under Section 501(c)(3) of the Internal Revenue Code or apply under a qualified fiscal sponsor with 501(c)(3) status.
Eligible applicants include local clinics, health service providers, community-based organizations, and educational institutions. Applicants located outside Wilmington and San Pedro may apply if proposed funding directly benefits these communities.
